The Kingdom of Bhutan to Australia

Sonam Tobgay was appointed as the Ambassador of the Kingdom of Bhutan to the Commonwealth of Australia on 2 July 2021 by His Majesty Jigme Khesar Namgyel Wangchuck, the King of Bhutan. He presented his credentials to His Excellency General the Honourable David Hurley AC DSC (Retd), the Governor-General of the Commonwealth of Australia on 29 September 2021.
Prior to the appointment, he was the Director of the Bilateral Department from February 2019. He joined the Ministry in 1994 and has served in various capacities. These include as the Deputy Chief of Mission at the Royal Bhutanese Embassy in New Delhi; Consul General & Minister Counselor at the Permanent Mission of Bhutan to the UN in New York; Chief of Policy Planning Division; and Chief of International Organizations Division in Thimphu. He also briefly served as Charge d’Affaires at the Royal Bhutanese Embassy in Kuwait and as Second Secretary at the Permanent Mission of Bhutan in Geneva.
He received his BA from Delhi University, MA in Diplomacy & MA in Public Policy from the Australian National University, and his MPA from Harvard University. In 2014, he took a sabbatical and was a Fellow with the McCain Institute for International Leadership during which time he worked with the Mayor of Kansas City, Missouri.

Royal Institute for Governance and Strategic Studies

Chewang Rinzin is a Dy. Chamberlain to His Majesty The King of Bhutan and the founding director of the Royal Institute for Governance and Strategic Studies (RIGSS). RIGSS is a leadership institute and think tank in Bhutan, a brainchild of His Majesty The King. Prior to that, he worked for ten years at the Bhutan Standards Bureau (BSB), Bhutan's National Standards Body. While at BSB, Chewang was a member of the core negotiating team for Bhutan's accession to the World Trade Organisation (WTO) as the expert on Technical Barriers to Trade.
Chewang has a Bachelor's degree in Electrical and Electronics Engineering from the University of Kerala in India and a Master's degree in Public Administration from the Lee Kuan Yew School of Public Policy, National University of Singapore. He has 22 years of experience in public service, and his areas of interest and expertise include leadership, communication, organisational culture, negotiation, international trade, standardization, and quality assurance systems.

Mr. Ujjwal Deep Dahal is the Chief Executive Officer of Druk Holding and Investments Ltd. (DHI), where he spearheads a team of national and international experts in DHI’s 10X Journey. His strategic initiatives are to work collaboratively with all stakeholders and integrate technology and sustainability into the company’s investment strategy. With a background in engineering and business management, combined with his experience as a Fulbright Humphrey Fellow at the Massachusetts Institute of Technology (MIT), he is playing an instrumental role in guiding Bhutan into the digital age and fostering an innovation-driven economy.

Prior to joining DHI, Ujjwal spent more than 14 years with Bhutan Power Corporation, where he progressively grew his position to the role of General Manager.

Ujjwal's expertise spans technology and innovation, with a focus on Change Management, Corporate Strategy, energy systems, and next-generation technologies. His strategic vision and commitment to leveraging technology to drive exponential growth are central to DHI’s portfolio, investment, and innovation strategies.

He holds a Master of Science from the University of New Brunswick (Canada), a Bachelor of Engineering from PSG College of Technology (India), and an MBA from the Quantic School of Business (Online). Ujjwal is also a certified Project Management Professional (PMP) from PMI, USA. His diverse educational background and professional experience position him well to drive impactful change and innovation at DHI.
Rinchen Dorji

Rinchen Dorji

Pro Vice Chancellor

The Royal University of Bhutan 

Rinchen Dorji is the Pro Vice Chancellor, Academic and Research of the Royal University of Bhutan.

He has begun his career as a school teacher and has served as a teacher educator for close to three decades, wherein he has shouldered numerous key leadership responsibilities besides classroom teaching and research.

Rinchen has a BA of Arts (Honours) from Sherubtse College in Kanglung (1995); MEd (Human Development & Counselling) from the University of New Brunswick, Fredericton, Canada (2002); MA in Special Educational Needs from Roehampton University, London (2008); and PhD from the University of New England (UNE), Armidale, NSW, in Australia (2017).

He is passionate about academic discourses and research in the area of mindfulness, meditation and spirituality; teacher morale and motivation; empowerment of teachers, students and parents in education; educational leadership; and inclusive education and disability studies.

Prior to his current appointment, Rinchen Dorji has served as the President of Samtse College of Education, the only higher education institution in Bhutan that offers pre-service and in-service teacher education programmes for secondary school teachers in the country.
Kinzang P. Tshering

Dr Kinzang P. Tshering

The Khesar Gyalpo University of Medical Sciences of Bhutan

Dr. Kinzang P. Tshering is the President of the Khesar Gyalpo University of Medical Sciences of Bhutan, serving his second term since 2019. Appointed as Bhutan's first pediatrician and neonatologist, he pioneered pediatric and neonatal care in the country, establishing Bhutan’s first Neonatal Intensive Care Unit (NICU) at Jigme Dorji Wangchuck National Referral Hospital (JDWNRH). He was Medical Director at JDWNRH and has advised Bhutan's Ministry of Health on child health initiatives, serving as Chair of the National Committee on Immunization Practices and member of the WHO’s Regional Verification Commission for Measles Elimination.

Dr. Tshering completed his MBBS at the Armed Forces Medical College, Pune, and received pediatric and neonatology training in Italy and Thailand. He has represented Bhutan internationally on polio eradication and vaccine policy, including as a signatory to the Southeast Asia Region's polio-free certification. His contributions include WHO assignments and leadership roles in disability and immunization projects. A founding board member of the Ability Bhutan Society, he holds Bhutan’s Royal Civil Service Gold Medal and completed the Senior Executive Leadership Program at RIGSS.

Tshering Dolkar

Respect Educate Nurture Empower Women

Tshering Dolkar is the Executive Director of RENEW (Respect Educate Nurture Empower Women). She has a Master’s degree in counseling psychology. She received her counseling education from the University of New Brunswick, Fredericton, Canada. She also studied advance course in counseling psychology from the University of Phoenix, USA specializing in youth, families and gender. She is a Certified Mental Health Counseling Professional.

She is a recipient of the Hubert H. Humphrey fellowship in John Hopkins Bloomberg School of Public Health, US, in Mental Health and Substance Use and Abuse – prevention, treatment, assessment and policy in July 2011-June 2012.

Before resigning from the government in 2008, she served in various capacities such as teacher in a high school, Program officer in the Department of Youth and Sports of the Ministry of Education and as the Joint Director of the Career Education and Counseling Division of the same Department.

As a pioneer in the field of counseling in Bhutan she was instrumental in establishing Bhutan Board for Certified Counselors in 2015 to develop standards and certification of counselors in the country under the patronage of Her Majesty the Queen Mother Sangay Choden Wangchuck, Royal Patron of RENEW. She also institutionalized guidance and counseling programs in the schools of Bhutan in the 2020.
